After checking your screenshot (network diagram), I think the reason we can't have full speed might not related to BGP configuration, but somewhere else, for example: MTU, NIC driver, Proxmox's virtual bridge (vmbr0) settings.... To start with troubleshooting, I would like to use a Linux VM instead of Windows OS because based on my experiences, Windows OS don't have good support for network virtualization. Using that Linux box, I am gonna do some troubleshooting such as traceroute, and perform iperf tests first. Looking forward hearing from you.
