Cellphone photo edit to high quality

Have video that put into still shots. Really wanted wedding photo of my dad singing at our first dance and photographers shot the full other way…have a good cell video that through app went through and did some stills. Can quality be where could potentially put in wedding album? Or at least a nice 8x10? That would be goal. Maybe it looks better and easier as black and white? Open to ideas.
