Small ASP Access website work

I have already a website. Presently I want to make few new things in my site. So, I need well experienced skilled programmer who can work for me with good communication under proper timeframe. It is only programming work, no design need to do, static pages are already made. All design will be supplied as per needs. This is low budget work, maximum I can pay $30 for allwork, so try to bid low. Works are :- E-mail to Newsletter:- This features is present in homepage. There is need to make the field validation for e-mail and all data will be store in database and administrator can see it as list and modify/delete option will be present also. Current News:- It is as scroll news in a box in homepage where links will be integrated with CSS, when user will click on the link, it will go the specific linked page. All the link/names will be controlled from admin panel. Add/Modify/Delete option will be in admin panel to edit. E-Quotation:- It is a form. Need to validate the fields and data will go to an e-mail id (form mail) and on submit one webpage will open. Dynamic Banner:- I need dynamic banner function at the top of each page which will be operate through server side programme from admin panel (JavaScript isn’t allowed, only ASP). Banners will come in each page randomly and will be change in each page and also in session change. Also there is need preloading function for the banner image load in page (server side program). Banners will be controlled through admin panel with add/delete function. They will be uploaded through Admin panel, not from FTP. Admin Login:- Login section for administrator where change password, forgot password (send to e-mail), new login, delete login options will be present. Flash Player plug-in checking - I want to use flash intro before opening the homepage. I want server side (ASP) program which will check that browser/pc has flash player plug-in or not to play the file. If yes, it will start to play but if not then one message box (server side) will appear where text will be as " No shockwave player have in your PC. Do you want to get it from [login to view URL]”. YES and NO button will be there. If user clicks on YES then it will go to the specific page of macromedia site to download the flash plug-in or if click on NO, then it will go directly to the homepage.
