Finish conversion of PHP program to VB.net

Coder needs knowledge of PHP to finish conversion of PHP program to VB.net and Visual Web Developer Express Beta 2005. Some work has already been done to convert this to C#. This program uses Macromedia Flash to display a JPEG map of the USA and allow active pushpins to be placed on the map using lat/long data to position the pushpins. I have attached a copy of the original program but some work has already been done on the conversion and I will attach that later when the selected coder has started working. When all is finished there should be 3 working versions of the program (PHP, VB.net and Express Beta 2005), but it is also possible that there is a better alternative to completely substitute this software with something else entirely. Eventually this will be used to plot the position of about 20 employees throughout the USA who are calling in using GPS enabled cell phones. It is sort of a poor man's substitute for Mappoint Web Service. The PHP program uses MySQL and the new software will pull data from a Microsoft Access table. The programmer only needs to change software from PHP and does need not need to create any new functions. The code to display a pushpin based on lat/long has already been written. The start page for all versions is the html file containing the Macromedia flash map. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
