Video player development

Website programmer - video We want to build a website very similar to the following site : [login to view URL] We have a graphic designer and general web developer who can create most of the basic fundamentals of the page, however we need someone who can focus on the video player. We need the following: (a) cue points with text roll overs (same as the example) (b) the ability to scrub along the time line (same as the example) (c) the possibility of using overlays and overlay links over the video (as can be be done in flash) For example, as I am watching the video I can click on a link which appears in the video which will open another video in a pop up window. (d) We would like to eventually make these videos available on as many mobile devices as possible (iphones, androids, ipads -eventually etc) You can include this in the quote or if you are able to create apps as well. (e) We need to be able to upload videos (with cue points) on an ongoing basis. Users will not be uploading. We will be using streamed video through a company yet to be determined.
