561429 I need several modifications and fixes

A few months ago, I created a job looking for a coder to make a [login to view URL] clone. But something has happened relating with this project: At the beginning of the year, I delivered this project to a coder that promise me that will complete in 30 days. He ask me for 20% upfront. But 30 days has passed and he didn't delivered the job, and another month, and another, another... I was so pissed off with him... Three months ago, he said that cant continue with the job, because got some problems, and hes cannot concentrate in work anymore. In the past three months, I'm trying to force him to refund my money without success. A few months ago, he said that was with financial problems and that cant refund my money back. And I got the idea to he deliver the project that he already coded... And he did! I have the project in my server. This history dont end here, unfortunately... I assigned this project to another coder here at scriptlancer and he told me that will complete in 25 days. This was 4 MONTHS ago! He only completed 50% of the tasks... I paid the work and he delivered the job to my server. Im tired to choose the wrong coders, so I hope that the 3rd time I will choose the right coder. The project is 95% completed, and is based on the codeigniter framework. I already have everything with me, but I need a coder to finish this job for once... User must only be able to register in the portal, not in the forum. 5- subtitle user rating system something like [login to view URL] or [login to view URL] I already have one, but don't like It: [login to view URL] I will provide a rating script that I have… 6- admin panel: I already have an admin panel of CodeIgniter, now I need options to approve, reject, edit subtitles, list and manage users list (user list page was created [login to view URL] but not completed), and manage requests, manage ads and other admin stuff... note: all new subtitles uploaded by members must have "pending" status so admins can approve or reject at admin panel (except admins uploads) I also need an option in the subtitle editor for admin add a URL that will appears to donors only. For example, I want to give them a direct link for them download the movie If they want. But only donors will see that link. A icon will appear next to release when direct download link is available, but only donors will see that icon. 7- Subtitle Translator - I need a module where my users can translate subtitles. Example: [login to view URL] (login upon request) Here the admin can create categories (groups) and possibility to add moderators to manage the translations made by the users. Admins and Moderators of the group can add new subtitles to translate and moderate members translations per line (approve or reject). When subtitle has 100% translated, will appear a button where we can download the subtitle exactly like the original with times and stuff, difference is that lines will be translated. Also need a comment section per line, where members can add their suggestion to translated lines case they don't agree with the current translation, just like the example link. I want to extract new subtitles. That subtitles will be added in the admin panel with pending status until I approve them. [login to view URL] - need to add a block to show last requests in user profile - need to add a block to show last forum posts in user profile - need template a little better with web 2.0 touch - need to add a micro-payment SMS system in the signup page from [login to view URL] . Already have this service in two websites, so I think that we can copy the code… also they have detailed instructions how to install their API.
