App or script to import text file and output as XML

We need an application that will automatically format a tab delimited text file and then output as XML after the user has entered more data into it. This is a list of addresses with shipping information, etc. The user will put in the weight of the package, the app will automatically select the correct shipping class (depending on rules set), whether delivery confirmation is one, etc. After the user has finished entering this information, the file will need to be output to an XML file that will then be read by our shipping program (Endicia Dazzle).
