Custom PHP Coding for a 'name' site (see details)

I am currently developing a site which will give the definitions/meanings of a person’s first name. I have a CSV database of around 30K names, with 5 headers/columns to take into consideration. The freelancer would need to convert this into a useable SQL format on my behalf and I would need firm assurances that the data will not be stored or made available to others as this has taken me considerable efforts to compile. A high level of professional confidentiality is required. The exact details of my project are below and all need to be implemented as I will not be able to remit payment for incomplete work, sorry. I would imagine this work for a skilled professional will be straightforward as nothing too complicated is required. Please don’t PM without reading the details carefully below and with any standard PMs you normally send, as it will suggest that you haven’t read my project details. ;) Please read my requirements carefully and please only bid if you are a professional and able to complete this work to a very high standard and within a fast timeframe. I require a PHP script to pull the data from the CSV/SQL file and display in a friendly and table-less (important) format for a user to do the following: 1. List a complete a – z listing of all names, displayed into separate pages and appropriate pagination that is user friendly. 2. A tag cloud box section with name origins to choose from and those most popular with larger fonts (e.g. similar to most tag clouds). 3. Users can use a ‘search’ box to choose a specific name (by typing in their name required) to locate an exact or near match from the data. Ajax use here would be ideal to show suggestions as the name is typed (e.g. similar to Google). An option to search for a random name is also required. If no results are found from a searched name, users to be able to add a name (see No. 5 below) and also show a near match/suggestions. 4. From the above search, the data to display the Name, Meaning, Language Origin and Gender etc and also show a list of similar names next to the result. 5. The ability for visitors to list all Female and Male names separately in a listing, all with pagination and, if possible, search for a name as above specifically within the male or female name sections separately. 6. The ability for visitors to add a first name, with all details straight into the database if it’s not already listed. Adding must be done via a strong captcha method. 7. An admin back-end where I can approve submissions by site visitors and also add entries myself as and when required (with strong password protection). Visitor submissions must be pre-moderated and not go live until I approve or deny them. 8. A ‘featured’ name of the day section displaying separately with a random name and all its details, etc. 9. Users to be able to add a number of names to a stored ‘short/favourites list’ from names they have viewed (e.g. ‘Add this name to my stored names’) that is saved and viewable even if they return later. Users also have the option to have the saved short list e-mailed to them. If this is only possible via registered members, then the work to include a ‘registration’ method for users to sign up and proceed. 10. An ajax rating system where users can rate a name (e.g. from 1-5 stars) and add a captcha protected comment that must be approved by an administrator before it goes live. 11. The use of ajax throughout would be a benefit to enable the pages to refresh without having to re-load, etc. 12. CSS styling to be applied with details required, stipulated by me and with a CSS stylesheet implemented separately so this can be edited as required. Finally, any other ideas or recommendations by the winning freelancer as the work is completed and additional feature suggestions would be most welcome, including drop-down category menus, etc. Freelancers who can provide a demo/mock-up using sample CSV data are very welcome and will help me to choose.
