HTMP/PHP to Joomla Template Conversion

I have a site that is in html/php and I need to convert this into Joomla ""HOPEFULLY TODAY"". Are you available ?? The site contains several flash elements in the header area and buttons. You will also need to code modules into the template in several area which include header1, header1, footer and 3 module columns which can be expandable in the content area itself. Example column 1, 2 and 3 modules published would mean they have an equal width. If we decide to publish just column 1 and 2 or 1 and 3, these modules should expand automatically making them wider on the page and equal width. The modules will also require some styling for the background of the modules. This job is only to convert the site, you don't have to port any content. It's just transfering the design to Joomla 1.5.
