GIS-savvy programmer test project

We are looking for a long-term relationship with a GIS-savvy programmer fluent (or at least educable) in PHP, JavaScript, HTML, CSS, Mapserver, PostGIS, and at least basic GIS concepts. After this pilot project is completed satisfactorily, we would like to discuss the idea of ongoing work on the order of 5-15 hours per week. We want a nearly-turnkey solution for rendering PostGIS layers via Google Earth. This application will be used as a pilot for our investigation of Google Earth as a map-rendering medium. It will be used as a base for further applications, so configurability is paramount. * A PostgreSQL/PostGIS database will be provided, as will FTP access. You can use pgAdmin III, ogr2ogr, etc. to connect to the PostGIS database. * Use a minimum of 10 data layers for this demo. Our goal is to be able to replace the data, so the specifics of which data you choose is not relevant. The National Atlas has many datasets which are suitable, though we would also like to see close-up information such as property parcels. * Import the data into PostGIS, with indexes on the spatial geometry, the gid, and the oid. * Create a web-based application, which will be opened from within Google Earth. It will present a list of these layers, allowing each one to be toggled individually. * The list of layers should be configured in the application and be easy to modify in the future as we replace the data layers. The configuration should allow us to specify at least the following details for each layer: - a human-friendly name for each layer - color scheme: fill, border, label - which fields (if any) should be used to label records - which fields (if any) should be used to generate the popup bubble * Clicking on the data in Google Earth should either show a popup and open a browser window, to view further information on the selected object. * The application should also have a web front-end which would open Google Earth if visited in a browser. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
