Multicast to HTTP live stram for IOS and Android, HLS for mobile, VLC, Vytvořit software

We need to make an HTTP Live streaming solution with transracoding included. Can be based on VLC. Video inputs are Mpeg2 and H264 SD and HD channels from IPTV headend as Multicast range. Each program have different multicast ip. For expample National television 1 - UDP:[login to view URL] , National television 2 - UDP:[login to view URL] .... At this time we have 70 multicast streams (they are not scrambled) We want to stream this TV channels live to Iphone, Ipad, PC, Mac and Android devices without any aditional app needed. The solution must contain instalation file that includes all setting (of course the quality, bitrate, input, outpust must be editable). It must work like install it, have 2 NICs - one for multicast input and the second for HTTP live streaming web page, where you can choose program that you want to see. The project (web page) needs autorization (name passowrd) the best will be autorization based on radius (we have radius server). The solution will run on Hyper V based virtual server. Operation syste Windors server 2008 64 bit.
