We have a PSD of our new website design layout. What we need is for someone to take our PSD and create an HTML page out of it. The HTML page should make use of Cascading Style Sheets wherever possible. Simply "cutting up" the PSD into slices in ImageReady and then exporting it to HTML would not be sufficient.
We require someone with serious proficiency in HTML and CSS coding to do this. In addition, since this is the front page of our website, the code needs to be optimized and as efficient as possible to cut down on file size. It is up to the coder's discretion to use graphic images, divs, or text where necessary to maintain a low file size.
You are welcome (and encouraged) to produce a separate .css file, so that the same classes can be used later when we produce the other pages of the site. If you do an excellent job, we will contract you to do the rest of the pages as well when we finish designing them.

This is merely a low-quality preview. The PSD you will receive will be crisp, will have layers and vector-based text, and possibly some comments.
Final work must be pixel-perfect (you may use some discretion in aliging elements so that margins are even, I'm not sure they're perfect in the PSD) and cross-browser compatible, of course.
This should not be a very time consuming process for someone proficient since all the actual design work is done. It's just a matter of coding it.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
