Website Image Drag and Drop -- 2

I have a website with a form already functioning 100%. The form collects data inputted from the user and then saves it to a MySQL database. Then it shows them a thank you page. The update I want requires you to create a new section. Below are the details of the requested update. -> Create new page after form submittal. -> On the new page, use the address input in the first form, to generate a Google Earth image. Allow the user to scroll the google earth display and zoom in so they can align the view directly on their house where they see fit. There should be a TAKE SCREENSHOT button that allows the user to save the Google earth view as a jpg image and open a new page. On this new page, they will see their Google Earth image of their house from previous page. Then they will have multiple little square icon graphics that they can drag around and place where they want over the image. They also need to be able to draw lines on the image and add some text. Then they can save the image which will save to the server and also save the filename to the existing MySQL database. Please quote your total price and time frame for this project.
