This is just one source i easily found (and there are more) that I can use in an app for you to decode VINs [login to view URL] I would propose making python script, where user would input VINs (queue) and script would populate online spreadsheet with data, going one by one through the queue. I would propose using free AirTable online table, that would allow us to make online form for customers to provide VINs, they will be populated in one column, and regularly running (say every 5-10 minutes) python script on Heroku (free platform) would populate all the other required columns with data from open APIs. For your budget i would do 1 API check, to extend the available sources some extra funding would be required.
