Wordpress websites building + designing

Hi, I'm looking for a trustable free lancer which will work with me on websites. I need someone who is professional with Wordpress and Thesis theme and also can so great web-design. The plan is to open a business here in Israel and build websites in Hebrew. So all websites should be with RTL alignment. We will work together so there won't be a language problems. What I ask you is for a general estimate of costs: [1] Cost for designing and building a regular simple website/ [2] Cost for an e-commerce website [3] Cost for only designing [4] General cost for theme's translation from LTR to RTL (These are jobs that can come more often). etc. The point is to make a long-term working relationship so I need someone who is trustworthy, available online and flexible.
