Design a website (rating site)

Hi I need somebody who could set up a homepage for me. The look of the homepage is a modern scroll-down page (with contact form and the usual 'who we are' etc) with following additional requirements: A) The function of looking if Person A has an entry or not (searching for an 11-figures number) (only yes or no option) B) Submitting a new entry: - Entering Name, Surname, 11-figures number, email, phone - rating 3 categories plus the possibility of commenting - uploading 2 files (for verification-reasons) C) The 2 files need to be sent to an email and approved manually. D) Approvment: - The responsible person needs to have some possibility to approve the entry --> the entry then becomes visible in the data base (step A) E) If Person A has an entry, Person A needs to be able to get a copy of the entry by: - Entering Name, Surname, 11-figures number, email, phone - uploading 1 file (for verification) F) Person A should then receive an email with the confirmation of their request bank account number where she/he should transfer a certain amount of money. G) Responsible person in my company needs to get an email/ notification of the request All this needs to be very secure, not data can be leaked. Thank you, I am looking forward to your offers.
