Simulation game for PC (Windows)

We want to let develop a social strategy game for Windows PC (Windows XP, Vista, Windows 7, Windows 8) The game will be a sequel to a first part. We have a finished detailed design-document. We want to get an offer to this development. The game is a strategy-game where the player creates products, similar to games like “Mad TV” or “Industrie Gigant”. There are different game- and skillmodes. The design, all artworks, voices and sounds will be delivered. The offer we want to receive is for developing and testing. The game must support multi-language - all texts will be delivered by us. The budget will be paid in 6 to 10 milestones, to see the quality going the right way. The view of the game is 2D with animations. After finishing the game, there should be some done some updates and new missions (developed for a update or Add-On), which are not included in this offer.
