As you want something based in Linux and OpenSource Platforms, I think that using the new Raspberry Pi Zero could be a good option because is cheaper and small. For the programming side, as it is a fast processor any high level programming language can be helpful . At first I was thinking on python and the framework twisted. But Also we can think on using nodejs. There are a lot of libraries that can help in the development of the module.

I have an experience on various streaming protocol like http,rtp,rtsp,rtmp, hls. Also integrated pjsip for video calling. I will interested to help you out design and implement this system.
