I need a programmer

This is a stock replenishment system requirement. I have 6 sites, 11 tipper trucks and 4 powder trucks.. Each site holds 2 different types of powder which is the most important ingredient in the manufacture of our product and requires the 4 trucks to be doing on average 4 deliveries each per day across the sites. Each site also holds 11 different types of materials that can only be brought in by tipper trucks, 4 of these materials are the most prominent and required whilst the other 7 are necessary but not as critical. I need a system that will automatically determine what is required based on a daily update of quantities on hand and automatically generate run sheets for drivers to pick up materials. There are 5 quarries we purchase materials from and there are items that can only be purchased from certain quarries. There are also inherent time constraints that need to be factored in to ensure each material arrives at the relevant site on time for the production of concrete. Further, it must house an easy to use detail change system to allow me to change quarries, suppliers, requirements and driver details. Further it must house the ability to determine which vehicles have an allocated driver to ensure the system does not allocate deliveries to a vehicle that has no driver at the time It must also allow for trucks to be off the road for repairs and be able to compensate for that in its delivery schedule.
