A hybrid app built with Javascript & HTML may be the most efficient way to achieve this. It's a simple tile-sliding game, similar in functionality to this: The player can choose three difficulty levels to play: 3x3, 4x4 or 5x5 tile puzzles. Players have a coin balance, 1 move/tile slide costs 1 coin. The puzzle is timed, and a score is given to the player when they complete the puzzle.
